Itinerant Dealers, Peddlers & Solicitors

It is unlawful for any person to engage in the business of itinerant dealer, peddler, or solicitor in the Town of Bel Air without having first secured a license from the town.

Permits for itinerant dealers, peddlers, or solicitors are issued by the Administration Department.

Any person engaging in the business of itinerant dealer, peddler, or solicitor in the Town of Bel Air shall secure a license from the Town of Bel Air and comply with State of Maryland and Harford County licensing regulations and the Bel Air Town Code and fees. Prior to the issuance of any license by the Town of Bel Air, the applicant must present: a copy of the approved State of Maryland and Harford County licenses and permits; written proof of approval from the Harford County Health Officer, or his designee, when involved in the sale of produce or food items; if the request involves sales from private property (excluding door-to-door soliciting) - written proof of approval from the property owner.

Itinerant Dealer and Peddler activity is restricted to the areas indicated on the Itinerant Dealer and Peddler Map.In most cases, it takes at least 24-hours for a permit to be issued. Applications are only accepted Monday through Friday, 8:30 a.m. to 4:00 p.m.

Fees

  • Solicitor
    • $20 for 30 days or less plus $8 per additional person
    • $40 for 31 to 90 days plus $15 per additional person
  • Peddlers
    • $60 for 90 days or less
    • $120 for one year
  • Itinerant Dealers
    • $60 for up to 90 days
    • $230 for one year

Note: Solicitors going from house to house are not eligible for a permit greater than 90 days.

The Director of Administration of the town may suspend for a period of up to 60 days, revoke, or refuse to renew any license upon a finding that the licensee, while selling or soliciting, has engaged in fraud or willful misrepresentation, has committed any unlawful act, or has refused to leave the premises immediately when requested by the owner or occupant.
