OFFICIAL RESULTS OF THE 2025 TOWN OF BEL AIR MUNICIPAL ELECTION

Etting and Hanley Win Town of Bel Air Commissioners Seats according to the official results of the 2025 Town of Bel Air Municipal Election. Following the canvass of absentee ballots on November 14, 2025, at 10:00 AM the final and official vote totals are as follows:

  • Paula S. Etting: 595 + 28 + 5 = 628
  • Matthew F. Gullion: 347 + 4 + 1 = 352
  • Gavin O. Hanley: 589 + 25 + 5 = 619

The following individuals have completed the certificate of candidacy, financial disclosure statement, been approved by the Board of Ethics, and paid the filing fee, thereby declaring their intent to run for the office of Town Commissioner in the upcoming election:

CANDIDATE FORUM

The League of Women Voters of Harford County is hosting a Bel Air Municipal Election Candidate Forum on Thursday, October 9, 2025, at Bel Air Town Hall, 39 N. Hickory Avenue, Bel Air, MD 21014, starting at 6:30 PM. Come out and meet the candidates, ask questions, get informed.

CANDIDATE FILING

Anyone who desires to file as a candidate for Commissioner of the Town of Bel Air must have resided in the Town for at least six (6) months immediately preceding the election and shall be a registered voter of the State of Maryland. Candidates must file in person at Bel Air Town Hall, 39 N. Hickory Avenue, on or before September 19, 2025, by 7:00 p.m. To run for the office of Commissioner, they must complete a written certificate of candidacy and a code of ethics financial disclosure statement with the Town Clerk. The filing fee is $25.00. If you have any questions about the status of your voter registration, please contact the Harford County Board of Elections at (410) 638-3565.

VOTER REGISTRATION

All eligible residents of the Town of Bel Air who desire to vote in the Town Election on November 4, 2025, must be a registered voter of the State of Maryland. If you are not registered, or have any questions regarding your registration, contact the Harford County Board of Elections, on or before the voter registration deadline of October 14, 2025, at 5:00 p.m. Applications for registration are available at the Harford County Board of Elections Office located at 133 Industry Lane, Forest Hill, MD 21050 or online at www.harfordvotes.gov, or call (410) 638-3565 for more information.

Every person who meets all of the qualifications in Section 501: Voters, of the Town Charter, may vote: 1) is a citizen of the United States; 2) is eighteen (18) years of age or older by the date of the election; 3) is a registered voter in the State of MD and has resided within the Town of Bel Air for at least twenty‐one days preceding the Town election; and 4) is not constitutionally regulated or disqualified to be a registered voter pursuant to Election Law of the Annotated Code of Maryland.

Do I live in the municipal limits of the Town of Bel Air? If you are not sure, you may look up your voter information on the Harford County Board of Elections website. Under "My Voting Districts" you should see "MUNICIPAL DISTRICTS: BEL" listed. If it is not there then it is safe to assume that you do not live in town limits. Please do not hesitate to contact the Town Clerk's office at (410) 638-4550 if you have any questions about your residency.

Only a portion of the 21014-zip code, but not all of that zip code, falls within the municipal limits of the Town of Bel Air. For a visual reference, the Business and Resource Location Map, published by the Bel Air Department of Economic Development, clearly displays the municipal boundaries of the Town of Bel Air.

ABSENTEE/MAIL-IN VOTING

Absentee mail-in ballot request form applications are available at Bel Air Town Hall, 39 N. Hickory Avenue, Bel Air, MD 21014, or by calling (410) 638-4550. To receive your ballot by mail, your Absentee Mail-in Ballot Request Form must be received by October 28, 2025, no later than 4:30 p.m. if sent by mail, or by 11:59 p.m. if sent by fax or email.

After this deadline absentee mail-in ballot request forms and ballots must be picked up in person at Bel Air Town Hall. Ballots must be postmarked or received at Bel Air Town Hall, 39 N. Hickory Avenue, Bel Air, MD 21014 on or before the close of the polls (8:00 p.m.) on Election Day.

Ballot Drop Box

If you want to drop off your voted ballot instead of mailing it, you can drop off your ballot at Bel Air Town Hall, 39 N. Hickory Avenue, Bel Air, MD. Take the sealed reply envelope with your voted ballot inside to the drop box outside Town Hall or bring it into the Department of Administration office during business hours, Monday - Friday, 8:00 AM to 4:30 PM. The drop box is available through close of polls on Election Day. Your ballot must be dropped off by 8:00 PM on Tuesday, November 4, 2025. Make sure your oath is signed, or your ballot will not count.

PUBLIC L&A

In preparation for the Town of Bel Air Municipal Election, the Harford County Board of Elections will conduct a public logic and accuracy test of the election voting system equipment at 133 Industry Lane, Forest Hill, MD 21050, on October 28, 2025, at 10:00 a.m.

CANVASS

The canvass of provisional ballots and absentee ballots is scheduled for Thursday, November 6, 2025, at 10:00 AM, at Bel Air Town Hall, 39 N. Hickory Avenue, Bel Air, MD 21014.

If additional absentee ballots arrive in the mail, after the initial canvass, a second canvass is scheduled for Friday, November 14, 2025, at 10:00 AM, at Bel Air Town Hall, 39 N. Hickory Avenue, Bel Air, MD 21014.
